The paper discusses engagement of non-governmental organisations and activist groups in environmental governance in Latvia. The research is based on desk research, a number of case studies and action research. This paper is based on an empirical work done by author on a series of case studies such us document studies and analyzing the best practices examples. The objective of this research is to find out barriers to reach regional waste management plan demands in three municipalities: Salacgriva, Saulkrasti and Ikskile.
